consequence, to the lowering of the efficiency of fulfillment of the most important state programs, namely, the investigation and rational use of biological resources of the economic zone of Russia, of the World Ocean, including the zones of foreign states, the creation and the development of new kinds of equipment, for processing factories of the agro-industrial complex by conversion. The curtailing of the program of investigation of the biotechnical resources leads to irreversible negative consequences for the country, to a loss of control over the raw material resources by the state in the economic zone of Rus&a, to forcing out the interests of Russia from the zones of foreign countries and of the World Ocean as a whole. Especially affected is the work carried out on ships in the economic zones of foreign states, in which the catch of our fleet amounts to 40% (1.0-1.1 million tons) of the total catch of Russia. If no radical measures are taken on the state level to improve the situation, fish industry will lag behind in its course of scientific and technical progress, the fundamental investigations first and foremost In 1991, the fish industry worked under conditions of insufficient budgetary financing. Purposeful investigations connected with the appearance of new fishing grounds and objects of fishery were practically terminated. Inadequate allotment of hard currency not infrequently led to negative consequences, such as enforced idleness of the fleet, the arrests of fish-boats in foreign ports. The absence of the financial support to fish industry by the state leads to negative consequences both in the provision of people by consumer goods and in the functioning of shipbuilding industry in Russia. The onset of rising prices for fuel and power resources is especially disturbing. Fuel oil is the main energy source in the fish industry. On the average, its annular consumption is 4.2 million tons of Diesel fuel and 1.4 million tons of marine residual oil and furnace fuel oil. The catch of one ton of fish and nonfish objects requires 0.7-0.8 ton of fuel. An actual problem in the fish industry is that of financing the Russian Rybvod, which realizes the protection, regulation, and reproduction of fish resources in inland waters, reservoirs in the Russian economic zone and on the continental shelf. The Russian Rybvod includes 170 enterprises, which are concerned with the reproduction of valuable species of fish (salmon, white fish, sturgeon, and others). These enterprises are financed from the state budget In 1992, their requirement in budgetary financing was satisfied only by 3%; and the maintenance of fish-protecting fleet and the purchase of new ships without which the fish production becomes useless were not taken into account The low wages of the workers who carry out fish protection, this very important and many-sided occupation (e.g., in 1990 the average wage was 180 roubles and in 1991, 300 roubles), tends definitely to generation of labor fluidity. It should be pointed out that the wages of the workers engaged in fish protecting enterprises are now significantly lower than those of the inspectors of the Ministry of Ecology and Natural Resources although the range of duties of the latter is considerably narrower. The problem of introducing official wages of the workers of fish protection organizations corresponding to wages in the Ministry of Ecology and Natural Resources has not been solved yet 2 0
