INTRODUCTION The radical political, social and economic transformations going on in Russia are aimed at the formation of new economic, market, relations. A market economy gives economic freedom to people in Russia, offers an incentive to creative activity, encourages high labor productivity, creates conditions for improving the quality and extending the range of goods, stimulates the scientific and technological progress, organizes a system of resources saving, and creates a socially oriented fish industry. The necessity of transition to the market economy in our country was officially recognized in 1990. Concept of transition to a controlled market economy in fish industry considered by the Soviet of the branch has been dpveloped and recommended as a guide by the Plenary Session of the Central Committee of the Fish Industry Trade Union to the associations, enterprises and other divisions of fish industry. In 1991, the industry began seeking a way to market relations and developing various versions of the future structure of management. In 1992, modern forms of private property were officially recognized. It became obvious that market relations with free prices and controlled competition were impossible under the conditions of the state property. The year 1993 will become a year of “mixed” economy, namely, the economy of cards and coupons, “shadow” economy, market and state economies. The lack of many consumer goods is caused by the monopoly of state manufacturers, the absence of any competition between them, the difficulties in changing from administrative cost accounting to a complete cost accounting. A consumer in Russia can only dream of the consumer merits of goods, their effectiveness, small material consumption, modern design, reliability in exploitation and of relatively low costs. The way out of this state of the buyers’ market can be found by means of a scrupulous analysis of causes and effects of the inefficient system of development of national economy for several decades. The economic science and political discussions of radical problems of functioning of our economy have determined the way of overcoming the crisis state in the production of consumer goods. All of them reduce to two principal positions. 1. The creation of a new economic mechanism based on the variety of forms of property, multi- structural form of economy, the development of lease relations, cooperations, joint ventures and small enterprises, introduction of new financial and tax measures. 2. A progressive variation of the structure of national economy based on the forced-development of branches producing consumer goods and rendering services to the population. The growth of the production goods and services, the assurance of their leading growth as compared to incomes and savings of the population presuppose a reduction of investments in 7
