Laws must be passed concerning fishing in the internal waters and in the 200-mile economic zone of Russia and concerning the work of Russian fishboats in the open part of the World Ocean. Acts must be signed by the President and the government on the state control of the fisheries of all forms of property, the financial and hard currency support of refoims that the fisheries will carry out in the next 2-3 years, and the concessional taxation (hard currency inclusive) of the producers of fish- stuffs that presupposes the use of the profit for the modernization and extension of production. A system of management of the fish industry of Russia must be worked out that would ensure the unity of management of the whole economic complex in conjunction with the independence of enterprises with all forms of property. A complex of measures is necessary that would ensure the support of state enterprises and organizations most valuable for the fish industry and the stimulation of the organization and functioning of new market structures. The administrative commanding system of management of the fish industry must be replaced by a system based on the regulation by market relations that would envelope the whole economic space of Russia and all spheres of activity of fish enterprises with all forms of property. 1 6 8
