unemployment, maintain a certain living standard, ensure rational employment, carry out special programs for protection of the most vulnerable groups of the population. IS. There are different variants of distribution of the cost equivalence of the state property such as bonds, shares of holding companies, people’s shares. Their common drawback is that they do not protect the state property either from incomes not derived from labor or from the distribution according to the shares invested which can be derived not from labor either. The cost equivalent of the state property in the form of securities can be bought and concentrated in one pair of hands. This can only be prevented by a system of personal accounts of all workers which would reflect the labor input of people and allow the workers to make necessary accumulations (as the President of Russia once said, “We need millions of property owners and not a small group of millionaires”). The establishment of joint-stock companies in the mechanism of denationalization of property must take into account that there are specific features in it, the most important of them being the transfer of means, their use with the aim of combining the potentials, the accumulation of registered fund (here we mean not only the use of money but also the redistribution of material resources that are in short supply). In fact, it is connected with a voluntary transfer of money by its owners with the aim of consolidating the whole amount when and where there is a shortage of it, with the aim of realizing a large-scale project That is why joint-stock companies appeared. As a result, corporations became very popular in whose framework the status of the owner remains the same, the shareholders have the right to sell their shares or to get dividends. To my mind, privatization is a work that will last long. Comparing our situation with that in the USA, we may infer that their model of economic democracy is the most admissible for us for many reasons, first of all because of its economic effectiveness. The state property in the USA constitutes seven per cent and in our country 93 percent. Many years will pass before we arrive at the same situation. The government of Russia has undertaken a decisive course for a change in the property relations in the country. In the near future, this process will begin in the fish industry. We have worked out different approaches to the transformation of property relations and a choice of one of the following managing basin structures (see Fig. IS): a holding structure, an association of enterprises with different forms of property. A holding company is a joint-stock company whose assets are, in the main, shares of other (affiliated) joint-stock companies. As a rule, a holding company possesses the controlling block of shares of these enterprises, and this allows it to coordinate and to direct their activities. Holding companies are established with the consent of the State Committee of the Russian Federation for the antimonopolistic policy and the support of new economic structures and of its territorial organs. The world experience testifies to the effectiveness of the joint-stock form of organization of economic activity, in the countries with a developed market economy its share constitutes 35-40 per cent of the production assets.
