The influence that the state exerts on the economy must be thoroughly analyzed. This influence can be observed in all countries with market systems. But they have arrived at this situation because of the impossibility to solve a number of problems of development of the economy on an uncontrolled market. And we are coming to market relations from the other side, from the self-sufficing influence exerted by planning departments that carries out all-round regulation of economic activity and did not make it possible for certain categories of population to show their abilities and inclinations. In many countries with market economy there exists a practice of planned regulation of the economic activity in the fish industry. They have worked out a number of methods of stimulation by the state. The availability of the corresponding means (the federal stabilization fund) is the necessary prerequisite. For a rational use of this fund, it is necessary to have a coordinated policy as concerns the size and targets of subsidies and the confidence that a high level of expenses for the output of production is caused by natural phenomena and not by the drawbacks of organization. In industrially developed countries, the rationalization and ordering of market relations occurred not at a free will of capitalists. The main factors were the development of a legal culture of broad masses of the population, of public consciousness and public control over the economic activity and, of course, the acute but healthy competition between enterprises, their fight for the consumer. It became unprofitable to swindle, to deceive the partners, the consumers and the employees. Very soon every swindle becomes known to the public and the doors of all banks and business clubs are closed before the enterprisers of this kind, the consumers do not want to have anything to do with these firms. A good reputation acquired a very high commercial value, and this good relationship of a business enterprise with its customers is reckoned as an intangible asset. That is why we need a transition period with its specific features of management of the fish industry. This must ensure the evolution of the “old” to a “new.” And the first step on this way is the transformation of bureaucrats into responsible employees. Only in this way can be prepare the conditions necessary for purely market civilized relations. It is senseless to get rid of the administration. In the present-day economy, it creates conditions for carrying out any economic operations, not only directives but also market deals. In regions it is necessary to provide for the participation of the administration of enterprises in carrying out actions providing for the transition of the center, of every fish industrial basin to relations of this kind. 12. Several models of market relations have taken shape in the world practice. The general conditions for the construction of these models are the private property for the means of production, competition and free prices. But it should be taken into account that all the models of market relations presuppose the obtaining of high profits. In industrially developed countries with a high level of the scientific and technical progress, which exert influence on the world economy, the decisive role in economic relations is played by the competition in the establishment of various economic structures.
