At the same time, the experience of such countries as USA, Japan, Canada, Australia, Norway, Iceland testifies that the federal government has a complete right to dispose of the sea resources and to control their use in its 200-mile zone (in the USA and Canada this right is given to the federal government and not to states and provinces). To my mind, the organization of management of the fish industry whose basis is constituted by sea raw materials completely suits the Russian Federation; there is a necessity for establishing the Ministry of Fishing in Russia. On the basis of the Law of the Russian Federation “On the supply of products and goods for state needs” the Ministry of Fishing, in the role of a customer, will be responsible for the fulfillment of federal and interstate purpose-oriented program. 1st stage A state contract is concluded between ministries and departments and the Ministry of Fishing for the supply of certain production. The customers pass the means to the Ministry to pay for the production for state needs and to ensure privileges for the supply of this production established by the government. A coordinating board is established in the Ministry which combines all the orders for the production for state needs received from ministries, departments and managements of the Ministry as well as for raw materials, finances, material and technical resources, privileges and subsidies. 2nd stage The Ministry suggests that joint-stock companies and enterprises of other forms of property, including fishing collectives, accept, on a competitive basis, orders for the supply of production for state needs and get the corresponding privileges. The Ministry undertakes the following obligations mentioned in contracts: to give special permission (licenses) for fishing and to carry out the control for the condition and use of sea resources, to license the building, purchase and re-equipment of fishboats, to give financial resources to the supplier for purchasing materials and technologies that would ensure the realization of the state contract as well as other privileges and subsidies; the supplier is fully responsible for the supply of production for state needs. 3rd stage The Ministry concludes an agreement with the suppliers for the supply of production for state needs and controls its fulfillment. To ensure the transition to the mechanism of management described above, it is necessary, first of all, to establish new structures in the fish industry which would correspond to the requirements of the market economy. On the basis of the general policy directed at denationalization and privatization of enterprises, it is necessary to carry out, in 1993, on the voluntary basis, the transformation of enterprises of the fish industry into joint-stock companies with the formation of an organizational and economic structure of the following type: 1 5 7
