It is necessary to complete the formation of a new structure of management of the fish industry in the current year. We must work out a privatization program for our industry and foresee the transformation of the state property into other forms of property. We must continue the division of highly concentrated industries into smaller enterprises and transform some state enterprises and organizations (which have no prospects to survive as concerns their finances) into a system of fishing collectives. This hard work presupposes the creation of a market infrastructure, carrying out practical work of establishing joint-stock companies, renting of enterprises by work collectives and selling out small enterprises, organizations and industries to cooperatives, families and individuals. It is necessary to take into account all errors and failures that occurred at all levels of management of the fish industry, by all fisheries of Russia. The weakening of the central administration and the disruption of economic ties have made it possible for local managers to solve their own problems by raising prices, carrying out barter operations, by passing over to the natural economy. The hasty transition to market relations under the conditions of the exclusive ownership of property by the state has led to an all-round economic crisis and a breakdown of the financial system. Their consequences for the fish industry are very painful. There is a shortage of circulating assets, the prices for fuel, all forms of material and technological supply, for transport, repair and building of ships have risen. Since fisheries are short in finances, they cannot obtain all the necessary things that would ensure a production cycle, and this has led to idling and to the reduction of output. The liquidation of the centralized funds and the shortage of hard currency in the fish industry have brought it to the brink of catastrophe. Enterprises that produce foodstuffs, consumer goods, and services “sink to the bottom." The way out of this situation is in the combination of economic and administrative methods of management of the economy of the fish industry. It is necessary to ensure the optimal functioning of different forms of property, a regulated transformation of the state property into other forms of property. We should not liquidate the efficiently working enterprises or interfere in their functioning, but should find a stimulus for an increase in the output of medium fisheries and decide what to do with unprofitable ones. The state regulation must take the form of state orders given to the fish industry by the government of Russia in the rank of state needs._According to our calculations, the proportion of state orders in the total volume of production must not exceed 30-33 per cent. 8. The peculiarity of the fish industry requires management and support by the state. In all developed countries, the fish industry is managed by state organs, ministries and departments, which ensure lending the necessary support to it.
