It is clear that we cannot speak now about the development of normal foreign economic relations, but we have started transforming them into an activity highly effective for our country. In order to follow this way, it is necessary to stabilize the economy of Russia. The use of the external factor is presupposed as one of the stabilizing measures. In particular, the active import of goods that can fill in our consumer market and normalize the сигтепсу circulation creates a field on which we shall grow new market structures. Of course, first and foremost, the normalization of the economic situation in the country depends on internal efforts, the stability of the political climate, the achievement of the national consent in the realization of the program of transition to the market economy. But the external factors will, in turn, help accelerate solving this problem. During the transition to market relations enterprises are the main elements in foreign economic ties. All kinds of enterprises, cooperatives, firms have been given the right to carry out direct export- import operations. Moreover, a program of decentralization of foreign economic activities is being worked out, which presupposes carrying out of commercial operations at the level of enterprises. The business activity of the latter will increase. The state organs will not have the right to interfere in their business. The center will only regulate and stimulate export-import operations. And the attempts to attach resources (and enterprises) to certain regions contradict market relations. Enterprises can carry out export and import operations themselves either by establishing their own foreign economic service or using services of foreign trade firms. Up to now, the chain of foreign economic ties in the fish industry had the following form: foreign firms—Soviet-foreign joint-stock company—a home-foreign economic association—a basin association—a fish industrial enterprise or the fleet In the framework of this scheme of management the foreign economic functions have not been fully realized in the production process. There were many reasons for this, some of which were common for the whole country and others typical for the fish industry. When enterprises had no right for independent foreign economic activity, other organizations that headed this activity controlled the foreign economic activity of the enterprises under the guide of controlling their foreign economic ties. It was necessary to separate foreign economic ties from foreign economic activity. The idea of differentiation of management according to structural stages into strategic and operative was hardly effective. It is impossible in principle to manage from the outside someone else’s conscious activity We can speak about the regulation of somebody’s activity by means of creating certain conditions for its development, but not about its direct management The result of regulation of foreign economic processes must consist in the creation of an organizational and economic medium for the development of foreign economic activity and the formation of corresponding foreign ties favorable for the industry. It was also unreasonable to reduce the versatile foreign economic activity in the fish industry to foreign trade, the simplest form of foreign economic relations.
