fish exchange operations, when about 20 thousand tons of fish production (shrimp, squid, cod) are exported annually and up to 200 thousand tons of herring, mackerel, American pollack, salmon are imported, the turnover constituting 60 million dollars, barter operations, namely, supply of fish products to foreign firms with the aim of buying equipment and materials that would ensure the work of the fleets and are absent on the domestic market, the annual turnover being about IS million dollars, agency servicing of ships which work abroad, with the ensuring of wages to the crews, the purchase of foodstuffs, the payment for the inter-voyage technical service, distributing accounts, spare parts, etc., the annual payments for the last two years being at the level of 60 million dollars, licensed export of fish production with the aim of modernizing, and repair of ships and getting means for covering the working expenses, with the turnover of about 30 million dollars. In addition, the firm has taken part in the establishment of producing joint-stock companies, such as “Arctic Salmon," “Arctic Food,” “Nord-West,” “Kepromar,” “Kompeksim,” “Conserv” and others, which are successfully operating. The foreign economic firm was also of help to commercial fishing, to the work of the fleet in the waters of Canada, Norway, the Faeroes Islands, Marocco, Namibia, USA, Great Britain, etc., the turnover, with due account of mutual settlements, being about 25 million dollars. It should be pointed out that fleets, work collectives, and a number of enterprises of the Northern basin cooperate, as before, with the “Sevrybflot” association, and there is no reason to terminate this cooperation as concerns certain trends of its activity which are not sufficiently developed in the basin (conveyance of crews by air, for instance). It is hard to overestimate the part played by the basin foreign trade firm in the organization of business activity in the Northern region, which is oriented on the foreign market. It is not a secret that many small and joint-stock companies are incompetent in their activities on the foreign market to the detriment, in particular, of our fish industrial enterprises and the state. Summing up what has been said, I want to point out that the activity of the foreign trade firm of the basin is very important for the realization of the unified foreign economic policy in the Northern region of Russia, for the development of trade relations with foreign partners, for working out a single system of licensed export, for the perfection of the export base and the compatibility of goods produced in the basin. It stands to reason that there must be a close contact between regional and federal firms. We must not tolerate any competition of our own goods on the foreign market in detriment to our national interests. We have already had an unfortunate experience when the countries of Eastern Europe competed on the foreign market even to the detriment of their interests. At the same time, no infrequently the Western developed countries showed us their ability to rally against a potential foreign rival. They placed the interests of the country above those of the firm.
