What can be the source of these deductions? First of all, payment for the fish supplies of the sea economic zone and of the World Ocean. This is, in essence, the profit from that part of the aggregate wealth which cannot be considered to be the achievement of a separate territory of Russia or its population. Enterprises will pay for the resources to the fund of the Fishing Committee of the Russian Federation, the payment having been defined during the negotiations as sufficient for the performance of functions placed on it by the associations of the basin according to the norms corresponding to the balanced demand for certain resources and their supply, on the one hand, and to the purposes of developing the technological possibilities and their utilization, on the other hand. The committee will represent federal interests and carry out federal economic and management functions. In other respects, the activities should be carried out via subdivisions of a functional type, say, directorates of associations of the basin of a new type. But in all cases, the relationships must be based on commerce. The Fishing Committee of the Russian Federation must cover all expenses connected with the realization of measures taken to carry out the contractual obligations such as the tariffs, fines, compensations for damages resulting from the violation of the conditions of a contract, including those resulting from the violation of obligations concerning the state of the environment of that territory in order to obviate the possibility of obtaining profits in this way. When the activities of the Committee are organized this way, the means for the wages of the executive apparatus must be allocated according to strict laws, as a definite percentage of the difference of profits (over the sum of the agreements and decisions) and expenses. If the former exceeds the latter, the remuneration fund is larger. In this case, the personal incomes may rise faster, thanks to a reduction of the number of personnel at the will of the working collective who, in essence, passes to self-financing with all the resulting consequences. In this situation, all the managing organs of the fish industry should have to prove economically their necessity and usefulness, materially answering for the decision they make. And only the best of them can be successful since they struggle for the interests of the branch as a whole and coordinate them with others, evading extravagance, turning into initiators and sponsors of privatization and demonopolization in industry, of the structural reorganization of the fish industry and the creation of new conditions that require the introduction of a market mechanism, verified by world experience, into our reality. And if a managing organ of this kind carries out its activity as it did before, very soon its payment fund will be empty. And then no corruption can save its personnel from dismissal. When an enterprise is declared bankrupt (according to strict and indisputable economic criteria), the dismissal of its apparatus, together with the administration, is quite lawful. Then the infusions that corrupt the managing apparatus at different levels as well as the reverse flows of departmental services will grow scarce since not the people themselves but their official possibilities are of interest for bribery. 1 4 3
