Both the administrative structures and the work collectives realized the necessity of deep changes. This is testified by the decisions of the conference of fishers of the North in 1989, where some steps were taken in the direction of the democratization of the system of management. At that time the most expedient structure was an inter-regional Association which was an independent industrial complex of enterprises and organizations united on a voluntary basis according to the decision of work collectives. The managing organs ensured the realization of the main tasks, set before the Association, by means of creating economic and legal conditions for the efficient functioning of the Northern basin and the constituent enterprises and organizations. The Association faced the following main problems: the concentration of scientific and technological potential and finances necessary for the development of certain projects, the development of effective forms of specialization and cooperation in different trends of activity of enterprises and organizations, the carrying out of efficient investment policy, the realization of complex programs of social development, the organization of scientific and technological servicing, and the creation of conditions for the efficient foreign economic policy. Work collectives participated in the formation of the structure of the Association. First and foremost, the functions were defined connected with the organization and management of the activity of enterprises as independent economic parts of the Association. The functions connected with the formation of the analytical, coordinating and methodological information bank in various fields of activity of the Association were partly fulfilled by the executive boards or basic functional subdivisions, established direcdy in the organizational structures of the enterprises, or by independent self-supporting organizations in accordance with the directions of the activity of the Association. The Council of directors of the Association made decisions concerning the joint actions in the field of the scientific and technical and social development, the investment policy and foreign economic activity. It was responsible for the relationships between the Association and the organs of state management, ensured the representation and protection of interests of the enterprises, hard-currency enterprises inclusive, and determined the main purposes of its use, coordinated and defended the control figures, quotas and long-term norms in the central economic organs and brought them to the notice of the enterprises after the agreement and approval, made decisions concerning many other connected problems. The functioning under the conditions of economic legislation in the process of reformation made it possible for enterprises and organizations to pass to new contractual relations with the former Ministry and to realize their right to use the property that was at their disposal. The joint-stock bank established by the enterprises entering into the Association ensured a freedom to maneuver the finances. As distinct from special banks, the commercial joint-stock bank could give credits based on good will at the minimum rate of interest, and sometimes even with no interest, in order to set the enterprises, which found themselves in a temporary hard financial position, on their feet 1 3 7
