The situation in a joint-stock company where the share­ holders enjoy equal rights is quite different: the hired director, the council of share-holders all live from their profit—the larger the profit the higher the wages and the greater the interest An enterprise compiles its own plan, chooses the kind of production it will bring forth, and fixes prices for the same. A widescale development and support of enterprisers is presupposed now. A businessman organizes his business, as a rule, in order to get maximum profits, and if systematic and methodological regulators of this activity are not worked out, the whole attention would be concentrated at the attainment of higher profits to the detriment of the working people and the development of the social sphere. This is what, in particular, happened when different cooperatives, joint ventures, associations were formed. Their number increases like by leaps and bounds, the cost and volume indexes and the profits rise at high rates, whereas the economy of the country becomes weaker. Getting very high wages, 94% of cooperatives do not produce anything, but only act as intermediary agents. Therefore, the privatization must be carried out in the interests of working people rather than businessmen. Then the new economic mechanism will help the country to overcome the crisis, since its specific methods and the forms of its realization will create material incentives for every working man who will be interested in the achievement of high final results. The analysis of the activity of prosperous Western firms shows that their aim is not high profits and high prices but low costs and the reduction of prices in the competitive struggle. For instance, the “Ford" firm carries out economic activity directed at a reduction of costs and their strict daily account at the sites where the expenses are actually incurred. For purposes of eliminating chances at purely cost reduction at the expense of the quality, and maintaining an objective account, the counting houses of factories and the quality control departments come directly under the management board of the firm and not under the local administration. It is impossible to lead the country out of the crisis situation without the consolidation of the whole society, without adherence to strict order and discipline, without winning the confidence of the people in the policy making of the state and in the government This is a very difficult problem. 4.3.
