The program of the market economy presupposes a reform in payments, but the mechanism of its realization has not been worked out, although some guidelines have been indicated. In particular, the state guarantees of minimal wages have been given, the restrictions imposed on individual payments have been removed, enterprises have been given the right to define the forms and systems of payments for labor. Thus, they can form payment funds without any regulators of the relations between the increase in wages, the volume of output and the labor productivity. It is necessary to create a new mechanism of formation of the standards of tariff rates and wages. The wages and the consumption fund as a whole must be connected with the end results of the production. It is not clear, however, how this will be realized in the case that the enterprises are independent in the sphere of payments and the formation of private property on the means of production. The experience shows that any reorganization of the economy not thought out thoroughly leads to a rise in waves not ensured by consumer goods. In order to obviate this situation, it is necessary to thoroughly prepare the scientifically substantiated methods of formation of tariff rates and the system of payments, the substantiated criteria of the relations between the level and increment of the wages fund and the volume of output. The monetary payments must correspond to the amounts of consumer goods and services. It is also necessary to substantiate scientifically the relationships between the tariff rates and the average wages proceeding from the complexity of the work done and the obtaining labor conditions. In the past these relationships were defined. In particular, the difference between the tariff rates of nonqualified and qualified labor of equal intensity constituted 170-200% and between the normal labor conditions and the specially hard and harmful ones constitutes 150% and more. Later, this relationship was violated, and this led to the nonsubstantiated difference in wages, from 3 to 20 times and more. To define the valid ratio of the level of wages, it is expedient to use our own experience of 1950s and the system existing in the developed capitalist countries. The program must take into account the level of labor productivity, the technological level of production at our enterprises as compared to foreign ones. The system of holding more than one office requires special attention, since today the most enterprising people, sometimes, collect 2-3 wages for the same piece of work. A radical transformation of the forms of property by means of denationalization and privatization is considered to be the central link in the process of reorganization of the economy. The problem of privatization and the transformation of the slate property into some other forms is the most urgent problem. At present, four forms of property exist in Russia: the state property, the municipal property, the property of public organizations, and the private property. The quicker and in the greater volume the state property passes into other hands, the sooner a lot of producers will appear on the market And it is profitable for them to fill up the market with goods since prices are high nowadays. Therefore, it would be more logical to carry out privatization first and then the liberalization of prices. But the reform has already begun, and life dictates the conditions! 1 0 6
