The amount and the structure of centralized capital investments are defined with due account of the creation of conditions for maintaining the normal cycle of reproduction in all branches of economy and of the restrictions following from the general condition of the state budget The demand of the state for the nonproductive capital investments is formed on the basis of the conditions necessary for maintaining the minimum guaranteed level of provision with corresponding public welfare facilities (hospital beds, school buildings, recreational parks and parking lots). Thus, when defining the materials and production proportions in the national economy that form in the process of transition to market relations, we must first determine the full demand of the population, enterprises (branches) and the state and then, proceeding from it, calculate the total requirements for resources. Then, with due account of the dynamics of the indexes of efficiency, we estimate the possibilities of the national economy in the satisfaction of the total demand. The problems of efficiency of production play a decisive role in determining the prospects of the economic and social development of the country. In the final analysis, it is precisely the efficiency, together with the living standards of people, that serves as a criterion of the results achieved by the market economy. Long-term and short-term tendencies can be distinguished in the dynamics of the indexes of efficiency. The former are characterized by the processes of creation, mastering and distribution of innovations in the national economy and are closely connected with the scientific and technical progress and the investment cycle. The latter depend on the specific economic situation on the market of materials, equipment and manpower. In this case the decisive factors are the level and restructure of prices far separate kinds of production resources, the incomes of the subjects of the economic relations and their tendency to raising the output The long-term tendencies for the changes in the efficiency can be determined by a statistical analysis of the dynamic series of the corresponding indexes. For this purpose, we can use enlarged cost interbranch balances of the output and distribution of production, the balances of the capital assets and manpower reserves. The prospects of using capital assets in long-term planning depend, first of all, on the scale of mastering new technological processes and the degree of their progressiveness, i.e., on the extent to which they ensure the growth of the efficiency of production. The index of the relationship between the old and the new capital assets characterizes the intensity of the process of materialization of innovations. It is assumed that the latter are the carriers of the scientific and technical progress and raise the economic efficiency. The functions constructed on the basis of this hypothesis make it possible to relate the change in the returns on the assets and the intensity of the renovation of the assets in different branches of the national economy. The dynamics of labor productivity (labor intensity) in the long-term aspect is predetermined in the same way as the changes in the capacity of the assets, in the main by the scale of mastering the innovations in the national economy.
