-the rise in the quality and competitive properties of production and services, -the absolute retrenchment of workers engaged in the sphere of material production. Our economic science suggested, and the economic practice verified, different estimates to evaluate economic efficiency, the sectoral estimations inclusive, but the index of labor productivity still holds the upper hand. Our analysis shows an increasing dependence on the outcome of work on the part of “Sevrybkholodflot” (just as of the whole fish industry) on the deteriorating situation in the fisheries, the removal to a long distance and “combining” of the fishing grounds, and the introduction of international restrictions in 200-mile zones. In some years, this dependence becomes an insurmountable obstacle because of the probable inherent drawbacks in the management, incompatibility of functioning of the enterprises entering into the Association, and the errors made by the administration (if we take into account that similar fishing and processing enterprises abroad gain better results). It seems to me that this strict dependence will increase until we learn to “plough and sow” in the sea as we do on land. The main factor in the improvement of economic activity is the rise in labor productivity understood in the broad sense of the word. The productivity must be understood as the ability of a worker to give maximum output in unit time. But we must now not only think of the ability of producing traditional goods that are in demand but also forestall our competitors in mastering new kinds of product. 9 6
