of “Servrybkholodflot,” although under the present economic conditions this rise will be a short-lived improvement. Under the conditions of complete self-accounting, the actions must be opposite to those taken in 1988, i.e., the number of personnel must be decreased, their labor productivity must increase as well as the realization of production (and its transportation). The point of view of some economists of “Sevrybkholodflot” is the following: “Give us fish supplies and we shall process and transport it.” This is true, of course. But the point of view of the administration of the Fish Industry Association “Sevryba” is also true: "Place demands on the association but do not slip up yourself.” This means that both the external and the internal causes of lowering labor productivity in “Sevrybkholodflot” can be removed only when the administrations of the fishing and transporting fleets support each other under the “wise leadership” of the Council of the Directors of the Association. Thus, the resulting index of labor productivity (the output per worker) reflected all factors that caused its decrease. The decrease in the volume of production by more than 9/10 was due to a fall in the output and less than by 1/10 due to a decrease in the number of personnel. 3.6.4. The Proportions of the Increase and the Increment of Production Which are Due to a Rise of Labor Productivity and an Increase in the Number of Personnel The year of 1989 was a year of the “classical” achievement of success in the economy. A considerable increase in the volume of production was achieved at the expense of a rise of labor productivity and an increase in the number of workers. Let us consider separately the contribution of the increase in the output and in the number of personnel into the growth and the increment of commercial production according to the data of the submatrix of 1988-1989: x 2' 1989 '93.69 112.204 r. h = 94.32 101.47 u 1988 k99.33 110.58, The changes in the volume of production, the output and the number of workers in 1989 are given in Fig. 8. The data marked on the axis of ordinates in Fig. 8 show the changes that occurred in the labor productivity from Y\ to У2 and those marked on the abscissa axis show the changes that occurred in the number of personnel from Z \ to Z i- The area of the rectangle OY 2 CZ 2 is the volume of commercial production in 1989 (the element X 2 is in the submatrix), the area of the rectangle OY\AZ\ is the volume of commercial production in 1988 (the element X i is in the submatrix), and the difference between X 2 and X \ is the increment of production in 1989. On the graph it looks like an ax with area Y 1 Y 2 CZ 2 Z 1 A. 9 1
