to the educational projects aimed at the development of democracy and equal rights, increasing o f the social responsibility. It can be said, that the first steps to really close cooperation were made in 1998-1999, after the August financial crises in Russia. Earlier the main projects realized by the Nordic countries, including Norway, in the Russian North, were ecological, environmental. But the crises changed the accents and priorities in our cooperation. The members of the Norwegian parliament delegation, which саше to the Murmansk Region in 1999 to discuss the problems of nuclear and ecological security, were shocked by the social crises and described their trip as a visit to the centre o f the catastrophe. They took such instability in social situation as the threat to the security o f Norway5. The Norwegian partners immediately responded to the request o f the Murmansk Region’s Govemor Mr.Evdokimov to increase the supply o f the humanitarian help to the Region. Their support was very substantial: the amount o f humanitarian cargoes radically enlarged: before September 15, 1998, the Murmansk Region received approximately 80 tons o f cargo, but in the period September 15 —October 15 this figure changed to 300 tons6. Norway increased its financial aid to Murmansk and Archangelsk from 3,5 mln NOK to 5,5 —6 mln NOK7. The humanitarian aid - mainly food products, clothes, medicines, medical equipment and so on —was distributed by the special office, and was selective. These supplies were mainly addressed to the social institutions provided from the state budget. The Norwegian Red Cross proposed to Murmansk to supply the Region with products for the sum o f 7-8 mln $, this figure was many times more than that of the Russian budget supposed to support the Murmansk Region in 19998. The problem with the humanitarian cargoes was that before 1993 there were no tight custom-office rules and limits for supplying. But in 1995, when such rules and limits were introduced, the humanitarian aid decreased, being limited. And the Norwegian humanitarian support, offered to the Murmansk Region, was 30 times more than this limit (10 000 EKU)9.
