Overview of requirements to strategic environmental assessment in Russia The Government of the Russian Federation enacted foundations of state policy in the field of environmental development of Russia for the period until 2030, where one of the main objectives is to develop a regulatory1 framework for the implementation and application of strategic environmental assessment1for projects, plans and programmes, the implementation of which may have an impact on the environment. For example, the Strategy for Environmental Safety o f the Russian Federation until 20252 includes a provision on strategic environmental assessment of projects and programmes aimed at development of the constituent entities (regions) of the Russian Federation. This provision is also stipulated by: -S trategy for socio-economic development of Murmansk Region until 2025 '; -S trategy for socio-economic development of Arkhangelsk Region until 20254; -S trategy for socio-economic development o f Nenets Autonomous District until 20305. Information from regional strategies is taken into account in this Report. A draft resolution enacting the Procedure for Conducting Strategic Environmental Assessment in the Russian Federation has been prepared6 and has to be approved by the relevant ministries and federal executive authorities before being adopted. In the meantime, strategic environmental assessment is possible and is already being done on a voluntary basis. The main tool o f professional expertise in Russia is the environmental impact assessment (Оценка воздействия на окружающую среду. ОВОС7). EIA is carried out in relation to the planned economic and other activities that may have a direct or indirect impact on the environment, regardless o f the legal form of ownership. The scope of Russian requirements to an EIA significantly exceeds the scope of requirements to a strategic assessment. This is a complex process that requires the involvement of professionals in multiple fields, conducting field studies, including geotechmcal, geodetic, environmental, etc. One of the key differences between the Russian EIA and the EU strategic assessment is that in the former, the object of study (project) is known in advance and has predefined technical and other parameters, which, however, can be adjusted based on the results of the assessment. An analogue of the Russian EIA in the EU is the Environmental Impact Assessment (EIA) procedure.
