Norway in the monastery area were no less important. In 1906 - 1907 Father Ionafan was involved in discussion about opportunities for the Norwegian government to repay to some salmon fishers in the area o f Paz river (Pasvic), belonging to local Lapps in origin. Discussions o f that problem were on a rather high level. The Minister for Foreign Affairs o f Russian Empire, Izvolsky addressed the Arkhangelsk governor with a letter where the whole history o f a problem was analyzed in details. In particular, it was marked in the letter, that according to the convention on May, 2-14th, 1826, and St.-Petersburg Report on August, 6-18th, 1834 Russian Lapps of Pazretsky village could organize a free salmon fishery in the waters departed to Norway without any oppressions according to the first document, mentioned above. Nevertheless, in the period o f the 19th - 20th centuries many o f originally Lapps’ fishery areas turned to be grasped by Norwegians. Russian and Swedish-Norwegian governments’ attempts to reach a compromise failed, and all negotiations on this question were suspended in 1903 which happened because o f attitude o f Stockholm. By formation o f a new, independent Government in Norway, the Russian envoy in Christianity drew attention to a non-resolved Lapps problem again. The Norwegian government raised a question o f necessity in repayments from Norway “ ...all rights of Lapps on salmon fishery manufacturing in Pazretsky and Rovdensky bays are provided by an Agreement from 1834”. From the point o f view o f political benefits Norwegian offers were considered to be quite reasonable by Ministry for Foreign Affairs o f the Russian Empire (presence of unresolved questions could upset desirable friendly relations between two states) but, at the same time, should have been considered corresponding to economic interests o f Lapps. Besides it was emphasized that discovery of Kirkenes iron ore, with the stage o f its initial mining could provoke growth in number of Norwegian settlers, especially on the territories close to Pazretskaya village. Finally, profit decrease o f summer crafts could also be superseded by local Lapps.7 Arkhangelsk Governor was offered to be more precise about all nuances of the problem discussed and present his conclusions to the Ministiy o f Foreign Affairs. In the letter from Arkhangelsk governor N.Kachalov to father Ionafan on January, 12th, 1907 we see information about personal Lapps representations and interrogation, accompanied by extensive data o f Lapps population as well as their image created by father Konstantin Shchekoldin. All this was given in order to state a certain point o f view on a problem concerning Norwegian repayment for salmon fishery. This problem was disscused with the prior of Trifono-Pechengsky monastery - father Ionafan.
